Design commission gets another shot at Park Avenue West

Portland’s design commission will get another opportunity to sign off on the current design for Park Avenue West.
TMT Development announced this month it is resuming construction of the 30-story tower, re-imagined with 211 apartments on 15 floors, law firm Stoel Rives LLP occupying 11 of its 13 floors, and two floors of retail. PCCP LLC placed the construction loan for the $175 million project on behalf of the Ohio Public Employees Retirement System.
The current design is a modification of one approved in 2009, after TMT eliminated residential units from the long-stalled project for economic reasons.
The new design is the subject of a hearing at 10:30 a.m. Nov. 21, 1900 S.W. Fourth, as TMT seeks a comprehensive Type III design review for its 460-foot tower.
It pulled a previous application for a Type II review.
The design commission approved the review, but labor union SEIU 49 appealed, saying it intended to use Park Avenue West to highlight the lack of affordable housing in downtown.
Park Avenue West is designed by TVA Architects and is being built by Hoffman Construction. It will open in early 2016 at 728 S.W. Ninth Ave. at Southwest Park Avenue.
